Environmental protection policies are becoming more and more strict. Enterprises need to “upgrade” as soon as possible.

Beijing's governance of environmental pollution is becoming more and more strict, not an empty talk. In addition to issuing administrative penalties for enterprises, a series of related policies and standards have been introduced in recent years. In April this year, Beijing, Tianjin, and Hebei Province jointly formulated the “Standards for Volatile Organic Compounds in Building Coatings and Adhesives” (hereinafter referred to as “Standards”). The standard will control the entire process of producing, selling, and using architectural coatings and adhesives to reduce the unorganized emissions of VOCs produced during use. The "Standard" was released simultaneously on April 12th in three places and will be implemented simultaneously on September 1. This is the first unified standard released by the Beijing-Tianjin-Hebei region in the field of environmental protection.
??Volatile organic compounds (VOCs) are important precursors of fine particulate matter (PM2.5) and ozone (O3). In order to reduce the concentration of PM2.5, in addition to reducing the primary particulate matter directly discharged, it is also necessary to reduce VOCs, sulfur dioxide, Nitrogen oxides and the like are secondarily converted to form a gaseous precursor of PM2.5. Solvent-based architectural coatings and adhesives contain large amounts of volatile organic compounds and have become one of the major sources of volatile organic compounds in the city. Take architectural coatings as an example. In 2000, the national output of architectural coatings was 563,000 tons. In 2015, it increased to 5.16 million tons, an increase of 8 times, and the average annual growth rate exceeded 15%. After the implementation of this standard, the coatings enterprises will be guided to produce and sell low-volatile organic content products. The conservative estimation will reduce the emission of VOCs for architectural coatings and adhesives by more than 20%.
??This standard is a mandatory standard. According to the standard requirements, the architectural coatings and adhesives produced and sold in the Beijing-Tianjin-Hebei region in the future should not only meet the standard requirements of volatile organic compounds, but also meet the requirements of this standard. According to the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, if raw materials and products whose volatile organic compounds content does not meet the quality standards or requirements are to be confiscated, the raw materials, products and illegal income will be confiscated, and the value of the goods will be more than doubled. Less than a fine.
??The standard will directly affect interior and exterior wall paints, adhesives, floor coatings, waterproof coatings, anti-corrosion coatings and other building decoration materials. For the entire industry, it will face the overall upgrading of related industries. Products that do not meet the standard requirements will be withdrawn from the market, and related companies are also faced with the outcome that has to be closed.。
??In addition to Beijing and surrounding areas, the environmental protection requirements for the furniture industry are being raised nationwide. On February 1 this year, the "Technical Requirements for Environmental Labeling Products - Furniture" issued by the Ministry of Environmental Protection was officially implemented, and the requirements for "environmental protection" in the furniture production process were put forward. The environmental label will be used to indicate the environmental attributes of the product, including wood furniture, metal furniture, plastic furniture, upholstered furniture, rattan furniture, glass stone furniture and other furniture and accessories. Having such a label means that the product is not only of good quality, but also meets the national environmental protection requirements during production and use.
??On May 1 this year, the second phase limit requirement of the Shenzhen Special Economic Zone technical specification "Limits of Hazardous Substances in Finished Furniture and Raw and Auxiliary Materials" was officially implemented, requiring the city's furniture enterprises to transform the solvent-based paint production line into water-based paint before the end of June. Low-volatility coatings such as UV coatings. As a concentrated production area of furniture enterprises, such requirements involve many enterprises, and there are many well-known brands.
??Carefully combing, we can find that the “conventional pollution” of the Beijing environmental protection department focuses on the emission of volatile organic compounds and particulate matter, while the traditional furniture production links, such as painting, grinding, burning, and crushing, inevitably make furniture enterprises a source of pollution. . The current environmental protection policy is to force the industry to upgrade rapidly and there is no retreat. Although the environmental protection requirements vary from place to place, the implementation steps are also inconsistent, but it can be seen that the industry upgrade is imperative. Administrative punishment is only a means, and enterprises that cannot meet the policy requirements will inevitably be eliminated. However, if “environmental protection” can be achieved from the source of production, the industrial status of the furniture production industry will also increase, and the impact of the effects will be more positive.
